Scissor lift vs boom lift: which to rent for a plant job in Mexico

The shutdown window is fixed, the job is a row of high-bay fixtures above a stamping press, and your maintenance lead has asked purchasing to rent "un brazo." Before anyone signs, someone has to settle scissor lift vs boom lift, and if it is a boom, which kind. Get it wrong and the crew spends its first morning finding out that the basket cannot clear the press.

Scissor lift vs boom lift: straight up or up and over

A scissor lift raises its platform vertically on crossed steel arms. The platform stays over the base, it is usually wide enough for tools and material, and it works best on a firm, level floor with clear space under the work point: lighting, ductwork, sprinklers, cable tray, roof deck.

A boom lift works differently: the basket sits at the end of an arm mounted on a rotating turret. It can reach out from the base, so the machine can stand beside a line and still put a worker over it. The basket is smaller, and the chassis carries a counterweight to balance the extended boom.

If something you cannot move sits directly under the work point, a scissor lift is off the list before price comes up. On a Mexican plant floor you will hear "plataforma de tijera" for the scissor and "brazo" for any boom, often with "articulado" or "telescópico" added.

Articulating or telescopic: which boom do you need?

An articulating boom has one or more knuckles. It climbs, bends and reaches, which lets it go up and over a press, a conveyor or a rack and work in tight bays between lines. A telescopic boom has a straight arm that extends in sections. It generally gives more horizontal outreach, but it needs a clear line from the base to the work point, which is why it shows up more in yards, on facades and in open structures.

The boom SIISA lists with a published rate is telescopic, rated at 30 ft. Describe the job to the supplier instead of naming a machine: the height of the work point, the horizontal distance from where the base can stand, and what sits in between. Give the supplier the height, the horizontal distance and the obstacle, and let those figures pick the boom.

What does NOM-009-STPS-2011 require on an aerial lift?

NOM-009-STPS-2011 is Mexico's work-at-height standard. It is issued by the STPS, Mexico's federal labor ministry, and was published in the DOF (Diario Oficial de la Federación, the official gazette) on May 6, 2011. It covers work more than 1.80 m above the reference level (numeral 4.33), and its chapter 11 applies to every elevating platform, scissor or boom. These points change how you plan a rental:

  • Written authorization from the employer for each worker on the platform (5.3).
  • Training on the specific model to be used, at your site or one with similar conditions, with a theoretical and practical evaluation (16.5 a and d).
  • Personal fall protection anchored to the points installed inside the platform for everyone in the basket (11.5 b, item 3).
  • Operating, inspection and maintenance manuals available in Spanish (11.1).
  • A visual check and function test at the start of every shift (11.3).
  • A second worker assisting and supervising every ascent, descent and travel move (11.5 m).
  • A medical exam at least once a year for anyone working at height (14.1).

If your US sites treat the guardrail as enough fall protection on a scissor lift, note that the Mexican text makes no such distinction between lift types. On a Mexican site, plan a harness and lanyard for every person in the basket, scissor lift included.

Training is documented with the DC-3, the document a worker uses to prove they passed a course under article 153-V of Mexico's Federal Labor Law (LFT). Our guide to work at heights in Mexico covers the rest of the standard.

Indoor and outdoor limits: floor, fuel and clearance

Inside a plant, the motor is the first filter. NOM-009-STPS-2011 bars platforms with internal combustion engines indoors unless ventilation prevents fumes and toxic gases from building up (11.5 j, item 9), and it calls for charging batteries in a ventilated space with no fire or explosion risk (11.5 o). That usually points to electric units for work inside the bay.

The standard also sets floor conditions: no placing the platform on fragile or unstable surfaces, and no operation on uneven ground beyond the manufacturer's limits (11.5 j, items 1 and 2). Indoors, walk the route for trench drains, floor pits, ramps and any mezzanine load limit. Outdoors, gravel, loose soil and yard slopes decide the machine, so ask for a rough-terrain model by name if the job needs one.

Clearance is the last check. Compact scissor lifts fit through standard doors and narrow aisles. A boom needs room for the turret to swing, and outdoors the crew has to confirm during use that the weather does not call for stopping work (11.5 i, item 2).

What do aerial lifts cost per day in San Luis Potosí?

Starting daily rates from SIISA Consultores for plants in San Luis Potosí, October 2026, in Mexican pesos and before IVA, Mexico's value-added tax:

LiftSpec (SIISA catalog)MovementFrom, per day, plus IVA
Vertical mast lift30 ft, 230 kgVerticalMXN 1,800
Scissor lift30 ftVerticalMXN 3,500
Telescopic boom lift30 ftVertical and horizontalMXN 3,800

Delivery is quoted separately, starting at MXN 1,200. Unit details are on the aerial lift rental page for San Luis Potosí.

At 30 ft, the scissor lift and the telescopic boom are MXN 300 a day apart. With a gap that small, choose by reach and floor, since one lost day with the wrong machine costs more than the difference. The mast lift, from MXN 1,800, suits one-off tasks over a clear floor where a small basket is enough.

Planning a shutdown job with a rented lift in Mexico

Start with the height. Thirty feet is about 9.1 m, and manufacturers quote two figures: platform height, measured at the basket floor, and working height, which adds the reach of a person standing in it. Ask whether the 30 ft on the quote is platform height or working height before you book. With a work point at 9 m, that answer decides whether the machine reaches.

Then the people. Training has to cover the model you will rent (16.5 a), so a crew trained on scissor lifts needs training on the boom if the plan changes. Book it for the same week as the delivery, issue the written authorizations, put the second worker on every shift and keep the Spanish manual with the machine. SIISA's open courses with DC-3 start at MXN 1,500 per person plus IVA (October 2026), and its DC-3 safety training covers aerial lift operation.

Frequently asked questions

How much does it cost to rent a scissor lift per day in San Luis Potosí?

At SIISA Consultores, a 30-ft scissor lift starts at MXN 3,500 per day plus IVA, Mexico's value-added tax (October 2026 rates). Delivery is quoted separately, starting at MXN 1,200.

Which lift do I need to work at 9 meters?

If the floor under the work point is clear, a scissor lift with enough height will do; if a machine or structure is in the way, you need a boom lift. Also ask whether a 30-ft rating is platform height or working height, because at 9 m, about 30 ft, that difference decides whether the lift reaches.

How often must work-at-height training be renewed in Mexico?

NOM-009-STPS-2011 does not set a general refresher period for training, but it requires training on the specific model of platform to be used (numeral 16.5). It does require a medical exam at least once a year for workers at height (numeral 14.1).
